Ladies and Gentlemen

It gives me a great pleasure to perform the important role of swearing in of the Governing Council of the two new universities. On behalf of President Nana Addo Dankwa Akufo-Addo, I congratulate you on your appointment as Members of Councils.
As you would recall, in November 2018, President Akufo-Addo, speaking at the 25th graduation ceremony of the University for Development Studies (UDS) in Tamale, announced that Cabinet had given approval for the Wa and Navrongo campuses of the university to become autonomous universities. The culmination of events since then have brought us here today for this historic event, and on behalf of the President, I would like to appreciate all who have worked very hard to  bring us this far.
Ladies and gentlemen, the C.K Tedam University of Technology and Applied Sciences Act, 2019 (Act 1000), and the S D Dombo University of Business and Integrated Development Studies Act, 2019 (Act 1001), spell out their respective aims in terms that reflect their names. I urge you, as Council members, to be mindful of this core mandate and to ensure that you provide the strategic direction needed for your university to remain true to this path.
As council members and managers of the university, I urge you to ensure the prudent use of the university’s financial resources to ensure that it is getting value for money. This means a keen oversight and the adherence to rigorous financial and accounting principles.  You are ultimately responsible for the financial health of the university and I am confident that you will discharge it satisfactorily. Only with a considerable and strategic leadership can the programmes and activities be implemented and made effective in realizing the goals of the University.
On the wider issue of management of the university, your charge is to ensure peace and stability for a conducive atmosphere to enable academic work to proceed smoothly. That conducive atmosphere should have as its principal aim the building of a tent that is accommodating, diverse and tolerant. A university campus must not serve as the breeding grounds for violence, unsocial behaviour or ethnic division because it is the grooming ground for future leaders of this country.
While remaining focused on your core duties, you are advised to consider the sensitivities of other stakeholders with great circumspection so as not to unduly disadvantage the vulnerable and the less privileged. You must be fair to all manner of persons in all that you do, without regard for ethnicity, gender or social standing. Be assured that the NCTE stands ready to guide and assist you, and I urge you to consult them where necessary for clarification on various issues.
Ladies and gentlemen, there continue to be real challenges ahead. In particular, we as a nation are battling the COVID-19 pandemic. In the education sector, as indeed in all spheres of our lives, this pandemic has been a challenge. But your charge is to confront this challenge and consider innovative mechanisms by which teaching and learning can go on in your institutions.
In carrying this out you should harness the collective effort of every one to ensure the sustenance, growth, and adaption to changes in society, commitment to the highest academic standards and to excellence in all activities. I am confident that with your vast experience and support your universities would move to a greater height.
I urge members of Council to familiarize themselves with on-going issues in the sector to enable them communicate effectively to all relevant stakeholders. I also implore your support in addressing all of the pertinent and occurring issues that always confront us in the sector.
Once again I congratulate you and On behalf of President Nana Addo Dankwa Akufo-Addo, I declare the Councils of the C.K Tedam University of Technology and Applied Sciencces and the S D Dombo University of Business and Integrated Development Studies duly inaugurated.
